I've found the resource to edit the ocean located at (C:\Program Files\Skyline\TerraExplorer Pro\Resources\sea_alpha.png) but because the image is so low res it makes it very hard to edit and create new ocean shorelines.

Is there currently any other method to create accurate ocean effects in relatively small areas? I.e. - a shoreline for a city.
 
The current sea_alpha image is very blunt and looks to be meant for more of a world ocean. Creating an ocean that faded close into the shoreline would surely look alot better.

Hey Will,
 
You can create a polygon (at absolute altitude method), with Fill opacity of 100%, in Texture File type “$$WATER$$”, and use ScaleX and ScaleY of 0.01.  This will apply the same sea texture to the polygon. However, the merge into the default sea layer where overlapping is not very nice yet. This is something we plan to do better in future versions. This functionality requires 6.0.1(f951).

You fix worked. Would be great if the world ocean polygon was a shapefile and if a feather value could be used on it.
